Emergency Management Coordinator (EMC)

The Emergency Management Coordinator (EMC) is responsible for helping the City of Slaton prepare for, respond to, recover from, and mitigate emergencies and disasters. This role involves both planning and operational responsibilities, particularly during emergency situations.


Planning & Preparedness

The EMC is responsible for planning and preparedness efforts, including:

  • Developing and maintaining the Emergency Operations Plan (EOP)
  • Creating plans for specific hazards such as severe weather, fires, hazardous material incidents, and active threats
  • Coordinating emergency drills, tabletop exercises, and full-scale exercises
  • Ensuring all city departments understand their roles during emergencies

Coordination & Response

During emergencies, the EMC serves as a central point of coordination by:

  • Acting as a central point of contact during disasters or major incidents
  • Activating and assisting in the operation of the Emergency Operations Center (EOC)
  • Coordinating with police, fire, EMS, public works, utilities, schools, hospitals, and volunteer organizations
  • Working with county, state, and federal agencies, including the Texas Division of Emergency Management (TDEM) and the Federal Emergency Management Agency (FEMA)

Training & Compliance

The EMC ensures the city remains prepared and compliant by:

  • Ensuring staff and officials complete required emergency management training
  • Maintaining compliance with state and federal emergency management standards
  • Tracking certifications and continuing education

Public Information & Outreach

The EMC supports public communication and education efforts by:

  • Assisting with emergency alerts and public messaging, including evacuations, shelter information, and safety updates
  • Educating the public on preparedness topics such as storm safety, evacuation routes, and emergency kits
  • Providing accurate and timely information to elected officials

Recovery

Following an emergency or disaster, the EMC assists with recovery efforts by:

  • Coordinating post-disaster damage assessments
  • Assisting with disaster declarations
  • Supporting long-term recovery planning
